BOROUGH COUNCILS.

KAIAPOI. The Kuiapoi Borough Council met last night. Present: The Mayor (Mr H. 0. Revell), Crs. A. Linklater, jJ. D. Williams, F. Thorne, it. J. Dunn, W. H. A. Vickery, D. Whyte, A. B. Brown, and E. J. Pollard. Tlio Hon. T. It. Bavin, Premier of New South Wales, wrote acknowledging the Council's letter of sympathy in his illness, and stating that he was now well on the way to recovery and would be resuming his official duties before very long. The Rev. C. L. Sparrow wrote inviting the Mayor and councillors to attend service at St. Bartholomew's Church on the first Sunday in June. The invitation was accepted. The secretary, Waimakariri River Trust, wrote advising that the construction of ramps in the vicinity of Mr E. Morris's property had been referred to the Resident Engineer to have the work attended to. The County Clerk, Eyre County Council, wrote asking that a street light be placed in Ohoka road east on the south side, also that tho piping of.the drain along tho south side of Ohoka road, between the North road and Willock street be undertaken by the two Councils, both Councils to pay half the cost of piping and filling in. Tho letter was referred to the Lighting and Works Committee for a report. The secretary, Municipal Association, wrote forwarding particulars of the levy to bo made on tho affiliated local bodies to meet expenditure in undertaking test cases. Mr James Brown, Chrlstchurch, wrote asking for particulars of leaseholds at "The Fines," as ho proposed to build a dwelling there if the conditions were suitable. Tho reply sent by the Town Clerk was approved. The District Telegraph Engineer wrote advising that the Department intended to extend itß cable system by laying armoured telephone cßble in the following roads:—Post Office to Ohoka road; North road to Peraki street; Puller street from North road; Post Office to Sewell streot, along Cookson street, and Poßt Office to Walker street, along Old North road. It was decided to draw the Department's attention to tho condition of the footpath in Fuller street, caused by the erection of poles by the Department's workmen.

The secretary;, Kaiapoi Fire Board, wrote forwarding particulars of the expenditure of the Board for the year 1928-29, showing the sum of £316 10s to be provided by the Kaiapoi Borough {Council. The organiser, Canterbury Progress League, wrote forwarding copies of the report prepared by the committee on the policy of road improvements in Canterbury as presented to the Highways Board.

The Mayor expressed regret that the League had not brought forward the claims of boroughs, and a resolution was carried that in the Council's opinion boroughs were entitled to the same consideration in the matter of subsidies from the Highways Board as counties. It was also decided to write to tho Riccarton Borough Council asking it to adopt a similar resolution. The Deputy-Chief Inspector of Explosives wrote forwarding copies of the by-laws made under the Explosives and Dangerous .Goods Amendment Act, 1920, and also a booklet giving the text of the Act and the Dangerous Goods Regulations, 1928. Messrs Farrier and Walker's tender to supply an£ spread 200 cubic yards of. shingle at 7s Ilia per yard was accepted. The estimated receipts and expenditure for the current year were submitted by the Finance Committee, showing a balance of estimated expenditure over receipts of £2631 18s, which the committee recommended should be provided for by a general rate of l|d in the £, and the transfer of £523 15s from the Electric Supply Account. The estimates and report of the committee were adopted. The financial statement showed:—Receipts, £175 3s lOd; debit balance at the bank, £1336 14s 4d; accounts for payment, £245 9s lid.
