PROPOSALS NOT IMPORTANT.
(Received September 29th, 10.46 p.m.) PARIS, September 29. M. Caillaux states that Germany's fresh proposals regarding nlorocco merely relate to modifications of the formula whereon an agreement had not been previously reached, and do not relate to the economic situation, which has been settled. Several newspapers suggest that Germany is attempting to keep the Moroccan question open pending the settlement of tho terms regarding the compensation in tho French Congo.
