(Received September 30th, 1.20 a.m.) LONDON, September 29. "The Times" declares thai outeide of Italy the predominant feeling will be one of disappointment and regret at Italy's aotbn. Britain's sympathy would have been aseured regarding any meaatires taken for the defence of legitimate interests, as long as they did not violate international equity, or .wantonly endanger the peace of Europe. The step Italy is now taking seems out of all proportion to the grievances, and brings the peace of Europo into more imminent danger than anything which has threatened it eince the annexation of Bosnia and Herzegovina.
