TURKEY'S OFFER OF CONCESSIONS.
CONSIDERED TOO LATE.
ITALY'S POLICIES STRONGLY SUPPORTED.
(Received September 29th, 11.35 p.m.) ROME, September 29. In the event of war Italy will inform the Porte that Ottoman subjects may remain in Italy, and be assured of full protection provided they conform to the law and tho requirements of the situation. The Government proposes to safeguard the foreign interests nnd citizens in Tripoli by Italian troop? without preference for Italian subjects as far as the exigencies of tho situation will allow. On the eve of the ultimatum the Porto off«od Italy concessions for building a harbour at Tripoli, and the estab- , lishment of agricultural and commercial enterprises with special privileges, but tho offer was regarded as coming too late. The vast majority of newspapers, including "Comoro d , Italia," a Catholic organ, support the Government V policy.
