BY TELEGRAPH. (PEESS ASSOCIITtON). Wellington, last night. In the House on Friday night Sir B. Stout introduced the of Elections Bill, providing that all ballot boxes were to be returned to the chief Returning Officers before "being opened, ond that the voters number was to be placed on the front of ballot papers and not on the back.. Several Members took strong objection to the delay that would be caused in makin&the result of elections known, but Major Atkinsoa deprecated the nasty disposal of the Bill, and on his suggestion the Premier agreed to adjourn the debate. Th« Hon. Mr Ballance moved the second reading of a Bill to give effect to the report of the OH Soldiers Commission. Major Atkinson and others wanted to know why several equitable claims fcad been refused by the Commissioners. And Mr Ballance said they could be investigated before the Waste lianda Committee, to whom the Bill was Tef erred after the second reading was carried. The rest of the evening till 1 a.m. Wat «pent over the Electoral Act Amendment Bill, much opposition being shown to polling to 1 p.m. After a long discussion in which the Country Members sought to confine the c xtension to Boroughs, progress was reported,
