FIRST RESERVISTS. DUTIES CF EMPLOYERS. Obligations of first division reservists and their employers are clearly set out in a circular issued by the Auckland Manufacturers' Association. The responsibility of reservists and their employers regarding certificates 'of enrolment are explained in precise terms. A first division reservist is a male natural-born British subject between the ages of 19 and 45 years, both ages inclusive, who is unmarried and resident in New Zealand. Only five exceptions are allowed under this definition and they are members of armed forces liable for overseas service, men who have been discharged as medically unfit after overseas service with armed forces in the present war, those serving not less than one year's imprisonment, or men who are confined as of unsound mind, Maoris of half-blood or more, and conscientious objectors who have been- called up for service who have appealed and have had their appeals allowed.

Reservists deemed to 'be unmarried are those who have never been married, those married on or after May 1, 1940, and without children, a widower without children or a childless man whoee marriage has been. dissolved. This also applies, if a man is judicially separated from his wife by decree.

The term "child" is used irrespective of age and includes:—A child legally adopted by the reserviet before May 1. 1940, if the reservist was married before that date; a child of the wife of the reservist, if the reservist married the mother of that child before May 1, 1940; a legitimated child of the reservist if the reservist married the mother of that child before May 1, 1940. First Division. The obligations of a firet division reservist are: —To register at once; having registered, to see that he ia in

possession of a certificate of enrolment not later than September 5, 1940. If he does not receive it by that date he should at once communicate .with thp Director of National Service, Wellington; to carry the certificate with Lini at all times and to produce it for inspection by his employer or othei authorised person when required; to notify the Director, National Service Department, Wellington (within seven days of the event) of any change in his residential address; to similarly notify any. change in his circumstances which will, or may, affect his position as a reservist—for instance, the birch of a child to a man married on or after May 1, 1940, or the eubsequent death of such child. If a married man with no children becomes widowed or divorced, the fact would, of course, bring him into the first division.

In the case of a reservist who attains the age of 19, if he has registered, he should receive a certificate within 28 days of attaining that age. If he does not do so, he must at once communicate with the Director, National Service Department, Wellington. If he has not already registered, he must do so immediately on becoming 19. Employers' Obligations. The obligations of an employer are:— (1) To satisfy himself that every first division reservist in his service is dulv enrolled and, to this end, should require such reservists to produce their certificates of enrolment for his inspection. An employer who employs an unregistered first division reservist for more than seven days is liable to severe penalties.

(2) To refrain from dismissing any employee from his service prior to his commencing service with the armed forces (without first obtaining th* consent of the Minister of National Service) by reason only of the far*- that he is about to take up such service. (3) To refrain from employing a deserter from the armed forces or a member of the armed forces who \e absent without leave.

I (4) To exhibit in a conspicuous placo in his premises any notice relating to the National Service Emergency Regulations, 1940, which may be sent to him for that purpose by,, or by the direction of, the Minister of National Swyke.
