EXCLUSION OF MAINLAND. ' AGREEMENT AMONG POWERS. (By Cable.—rresß Association. —Copyright.) WASHINGTON, January 4. A well authenticated report was circulated to-night that the four Powers had agreed among themselves that the United States and Japan should exchang; Notes on the subject of eliminating the homeland of Japan from the provisions of the Pacilic Treaty. It is known that the British delegates have been approached to ascertain whether they object on behalf of Australia and New Zealand. Mr. (.'. E. Hughes has been assured that they do not, though they feci that, the original interpretation of the treaty would be better for all concerned trom the sentimental point of view. Replying to a speaker who deplored the fact that Holland was not included in the Pacilic Treaty. Dr. v.in Karncbeck, who is shortly dejwtrting tt>r Holland, declared that his Government was satisfied .with the present arrangement.
