DUE TO FALLING BIRTHRATE.

PARIS, March 7.
The Military Service Bill has been introduced. The preamble attributes the necessity to the decrease in the birthrate. The only exception is in favour of soldiers belonging to families of live and six children, who are reduced to terms of six months to a year. Socialists immediately commenced obstructing the bill, and greeted the measure with shouts of "Down with reaction! This is madness! The Government is a gang of scoundrels!"
The great majority of the Republicans approve the bill.
