ROYAL COMMISSION PROCEEDINGS.

The Royal Commission, consisting of Mr. R. Beetham (chairman), and Dr. R. W. Anderson, appointed to inquire into the management of the Costley Home, continued hearing evidence yesterday afternoon. Mr. T. Cotter represented the Hospital Board, and Mr. John Moss, late manager of the home, conducted his OAvn case.

Mr. J. E. Taylor, in ansAver to Mr. Moss, said that in conversation Avith Mr. Garland, chairman of the Board, on the subject of Mr. Moss, Mr. Garland said rather warmly that Mr. Moss was an atheist, and as such had no right to be manager of tbe home.

Mr. H. N. Garland, secretary of the Hospital Board, called by Mr. Moss, said he always found Mr. Moss' clerical work correct, and his administration of the home capable. Witness told Mr. Taylor at the time of tbe inquiry that he did not think the charges were sufficient to warrant Mr. Moss' dismissal, considering Mr. Moss' length of service. These remarks represented his feelings at the time, lie was not present at tbe examination of any of the Avitnesses with the exception of Mr. Moss. To Mr. Cotseit: The precis of the evidence forwarded to Mr. Moss was prepared by i Avitness, according to instruction. He was not instructed to withhold anything, but was instructed to send portions of the evidence which related to Mr. and Mrs. Moss. He Avas instructed by the committee. He thought that the Avhole of tbe evidence should have been sent to Mr. and Mrs. Moss, but tbe precis sent was in his opinion a fair statement of the charges made against the manager and Mrs. Moss. The copy was sent to Mr. Moss. He had no recollection of any report being sent in from Mr. Moss with regard to Miss Mark or another nurse referred to in Mrs. Moss' evidence. . Mr. A. Bruce, a member of tbe Hospital Board, vvas called by Mr. Moss. He said be had bad a very high opinion of Mr. and Mrs. Moss up to the time of the inquiry. To Mr. Cotter: Witness was chairman of the Board at tbe time of tbe inquiry. His action with regard to Mr. Moss' dismissal avus taken in n consequence of the ansAA'ers made by Mr. and Mrs.' Moss to the charges.
