A Russian battleship and some transports from Port Arthur have gone to Cheniulpho to assure order there The Times' Russian correspondent declares that official circles in St. PetersL_ admit that the occupation ot Port Arthur and Manchuria is a mistaken -jolicy There are no prospects of the Lulls being commensurate with the vast expenditure. M. de Witte, author of'the scheme, was displaced, and Ad miral _le\ieff entrusted with repairing the errors. Russians attempts to obtain mice-free port in the Pacific have hereSore failed. The unsuccessful attempt to obtain Masanipho was due to the n a lny Harbour freezing since the breakwater there was constructed.
