conjunction with the old code during 1901. Thirteen years, have been spent in the preparation of the new code, which is held to possess many advantages. It is in part based upon the Morse system of telegraphy, a complete circle of the nag representing the dash aud a thrust the dot. Many of the more important signals under the old system required three flags, but they can now bo made with two and with greater accuracy, for instance, the signal In wartime, "It is reported that the enemy's will" vessels are moving about in the disguise of merchantmen," can. be expressed by two Hags—that is, O and J in the flag alphabet.
