PROVINCIAL COUNCIL TUESDAY.

Various petitions and reports were laid on the table, and a message was received from the Superintendent recommending the subsidising steamers to trade between Auckland, New Caledonia, and Fiji, which was ordered to be considered on Thursday. A motion for a gratuity to Mrs. Liwrv for a gratuity for long and faithful services was noeatived. The debate on the sepond reading of the Education Bill was adpurned till Thursday. The Highways Bill was considered in committee ; unci another message was received from His Honor transmitting returns of items of expenditure charged against the Auckland portion of the loan of 1856, and of lands so charged. The Council adjourned at half-past ten.

The business on the order paper of the Provincial Council to-day, is more than usually important. Besides Mr. Bovlan's motion for the establishment of public libraries, Mr. Oreighton has tabled the following motion : —

That this Council is of opinion that advantage should be taken at the earliest possihle period, and to the fullest extent, of the Acts passed by the General Assembly during its last Session for the promotion of Public Works and Immigration. (2.1 That this Coun-il is further of opinion that no delay should take place in carrying out so much of the policy of the General Government, embodied in the aforesaid Acts, as relates to the purchase of native lands in the North Island ; and would respectfully suggest that preference should be given, in any purchase to be made, to such land as may be immediately available for settlement. (3.) That this Council, believing that the interests of the Province are identical with the interests of the Colony in the success of these colonising schemes, is likewise of opinion that the Waste Lands of the Crown in Auckland Province, available for settlement after satisfying holders of Scrip and Land Orders, should be placed at the disposal of the General Government (with the advice and co-operation of the Provincial Government in all that relates to the settlement of the land,) for the purpose of enabling the Colonial Executive to give effect to their immigration scheme without delay. (4.) That an Address be presented to His Honor the Superintendent requesting him to transmit a copy of the foregoing resolutions to the Honorable the Colonial Secretary; and also to take sueL steps as may ba necessary to give tbem effect" in a liberal spirit, as far as His Honor can legally do so.
