NEW ELECTORAL DISTRICTS.
WELLINGTON, July 30. The Government Scheme Bills have passed the first reading. The second reading is appointed for Tuesday. The delegated powers proposed ia the Gold Duty Bill have been refused, but the amount of duty is to be reduced.
In the representation of the Country Bill, the numbers of the members are yet unallotted, but there will be new districts in each province.
Mr. Gillies moved a resolution " That population be the basis of representation." This was lost by 45 to 17.
