STOCKHOLM, Feb. 27
A decree, issued"by theTeople's Commissaries announces that owing to the inability of the Soviet' republic to carry on certain industrial enterprises, concessions will be granted to foreigners, especially Avith a vie.Ay to the construction of a great northern railway and the development of vast stretches of Russian forest land.
