SYNOD OF THE DIOCESE OF WELLINGTON.
Tuesday, Septesibbr 2(5, 1865. Tlie members of the Synod attended Divine Service at St. Paul's, and met, at 2 o'clock, atthe Diocesan Rooms. Present— The Bishop; Clergy— Archdeacon Hadfield, Revs. Taylor, St. Hill, Stock, Ronaldson Herring, Desbois, Maxwell, Abraham. Laity — Mr. Hart, Hon. R. Stokes, Hon. Major Coote, Messrs. Braithwaite, Baker, Battersbee, Ludlam, Barraud, Bannatyne, Kebbell, Hunter, Pearce. The President reported the resignation of Capt. Smith, from ill health, and tho solection in his place, of tho Hon. Major Coote ,• and that Major Gorton, had resigned his seat on leaving Wellington. ADDBESS ID *TnE BISHOP. Moved by Archdeacon Hadfield, seconded by the Rev. R. Taylor :—" That the thanks ofthe Synod bo given to the Bishop for his^ address and that he be requosted to allow it to be printed." Carried Tho Hon. E. Stokes read the report of the Standing Committee, and gave notice that he woidd move, next day, that it bo adopted and printed. Committees wore appointed to revise the Hymnal to consider the different Parochial Accounts, to print the report of the Synod, and to revise tho Resolutions of the Synod. Rev. A. Stock read tho Report and Balance Sheet of the Pension Board, and gave notice that he would niove that it he adopted and printed. Eev. J. E. Herring brought in, by leave withont notice, an Act Amendment Bill. Bill read a first time. Notices of motion given by Rev. J. E. Herring, Hon. R. Stokes, and Yen. Archdeacon [Hadfield. Wednesday, 27th Septembeb. Present— The Bishop; Clergy— Archdeacon Hadfield, Revs. R. Taylor, H. W. St. Hill, A. Stock, W. Ronaldson, D. Desbois, P. H. Maxwell, T. Abraham. Laity— Mr. Hart, Hon. R. Stokes, Hon. Major Coote, Messrs. Ludlam, Pearce, Battersbee, Bannatyne, Braithwaite, Barraud, and Hunter. # The President opened the proceedings with prayer. Minutes of proceedings, September 26,reada_& confirmed. Moved by Hon. R. Stokes, seconded by Mr. Hart : — " That a committee be appointed to Bifc diving tho recess, and revise the Hymnal, with the view of suggesting improvements to the Bench of Bishops ; to consist of tho Rev. P. H. Maxwell Rev. A. Stock, Mr. G. Hart, and the mover." Carried. Moved by Hon. R. Stokes, seconded by Mr. Hadfield:—" That the report ofthe Standing Committee be adopted and printed." Carried. Moved by Rev. A. Stock, seconded by Mr. Pearce . — " That the report and balance sheet of tho Pension Board be adopted and printed." Carried. Moved by Bey. A. Stock, seconded by Mr. Hart :— " That the Rev. P. H. Maxwell and Mr. Pearce bo appointed members of the Pension Board." Cairried. . 2. That the following recommendation of thd General Synod be adopted :— " That in each parish of the Diocese in each year, a sermon, shall be preached in aid of the Pension Fund j the proceeds to be added to the Endowment Fund. Carried. A second recommendation, that the annual snbscriptions of the clergy be doubled by the Diocesan Fund, was withdrawn. Moved by Roy. A. Stock, seconded by Archdeacon Hadfield :—" That tho words *to represent itself when not in Session,' he withdrawn from resolution 2." Carried. Resolution 2 of the Synod was referred to the Committee on Resolutions. Mr. Bannatyne was elected Chairman of Committees. . Act Amendment Bill was read a second tune and passed through Cominitteo. Notices of motion were given by Mr. Pearce and Rev. W. Ronaldson. Thursday, September 28th. Presont :— The Bishop ; Clergy— Venerable Archdeacon Hadfield; Revs. Taylor, St. Hill, Stock, Ronaldson, Herring. Laity— Hon. Major Coote, Hon. R. Stokes, Messrs. Baker, Battersbee, Ludlam, Pearce, Hart, Barraud, Braithwaite, and Kebbell. Tho President opened the proceedings with prayer. _ Minutes of meeting September 27, read and confirmed. „ The Roy. H. St. Hill read tho report of the Committee on Parochial Accounts. Archdeacon Hadfield read an Interim Report: of the Committeo on Resolutions. Movod by Archdeacon Hadfield, seconded by Hon. R. Stokes— " That Assessors ho appointed to remove, when necessary, clergymen, from then? appointments, to consist of Revs. A. Stock, P. H. Maxwell, J. E. Herring, Messrs. Hart, Pearce, Ludlam, Robinson, and the mover." After some discussion, the motion was deferred until next day. Moved by Hon. R. Stokes, seconded by _U*. Battersbee— "That the Standing Commission be requested to continue tho old burial regulations. Carried.. ■■,-,■. -»r Moved by Rev. J. E. Herring, seconded by Mr. Ludlam—" That the Act Amendment Bill be read a third time. Bill read a third time and passed. Movod by Mr. Pearce— «* That the present Diocesan Scalo should be altered. The Rev. H. W. St. Hill requested that the different clauses should bo put separately. The Ist clause was amended by leave of the Synod, by the insertion ofthe words "Licensed to Parishes."
Cl-uwo 1 was moved by Mr. Pearce, seconded by Rev. W. Ronaldson — " That the incomes of all Priests and Deacons licensed to Parishes, should be regulated according to tho following scale :— That the minimum amount of stipend should not be less than £150 a-ycar, from the quarter day following the ordination of a Clergy man as Deacon, to increase not less than £10 a-year to a maximum of £100, exclusive of Easter offerings." Carried. Moved by Mr. E. Pearce, seconded by Rev. W. Ronaldson— "That clause 3 bo expunged; that tho _ ioccsnn Synod rate shall not bo given to any clergymen who obtains an augmentation of income by engaging in any other duties than those whicli have "been assigned to him in tho Church." Lost. Moved by Rev. W. Ronaldson, seconded by Hon. R. Stokes—" That an appeal in aid of the Diocesan Fund bo drawn up and circulated amongst church members." Carried. Notices of motion were given by Mr. Hart and Rev. H. W. St. Hill. Friday, 29th September. Present:— The Bishop. Clergy— Yen. Archdeacon Hadfield, Revs., R. Taylor, H. W. St, Hill, A. Stock, W. Ronaldson, J. E. Herring, P. 11. Maxwell. Laily— Mr. Hart, Hon. J. C. Crawford, Hon. R. Stokes, Messrs. Battersbee, Ludlam, Pearce, Braithwaite. The Bishop opened tho proceedings with prayer. Minutes of Proceedings of September 2S were read and confirmed. Moved by Rev. W. Ronaldson, seconded by Eev. A. Stock :— " That the Synod would direct the Secretary of the Diocesan Pension Board, to write for certain information concerning the contributions of English and Maori clergymen to the Pension Fund." The motion was afterwards withdrawn by the leave of the Synod. An amendment Avas moved by Rev. P. H. Maxwell, seconded by Hon. R. Stokes :-— " That the Court of Assessors should not try cases of immorality and that cases of heresy should not be brought before them." The original motion and amendment were incorporated and carried. Archdeacon Hadfield brought before the Synod the position of the Bishops, in consequence of a recent decision of the Privy Council, aud moved ; _" tbat a letter should be addressed by tho Standing Committee, on behalf ofthe Diocesan Synod, praying the Crown to rolicvc the Bishop from the legal effects of the Royal mandate." Resolutions and Acts of the Synod amonded as recommended by the Committee on Resolutions. Moved by Rev. 11. W. St. Hill seconded by "Rev. W. Ronaldson, " That the Report on Financial Accounts be priuted." On tho motion of Rev. 11. W. St. Hill seconded by Hon. R, Stokes, £25 was voted to the Metropolitan Registrar at Auckland. Moved by Rev. Mr. St. Hill seconded by Rev. A. Stock " That the question of the arrears of the Bishop's salary be referred to the Standing Committee." Moved by Hon. R. Stokes seconded by Archdeacon Hadfield " That Mr. Pearce be appointed Treasurer of the Diocesan Fund." Archdeacon Hadfield, Mr. Bannatyne, Mr. Ludlam, wero appointed Diocesan Nominators. Members of Committee were appointed. The Secretaries were thanku-d by the President on tho motion of Rev. R. Taylor. The President concluded the Session with tlie Benediction.
