takes the form of terrorising aud intimidating the remnant of a noble race, so that the Government nmy confiscate their lands by taxation, or so that the Maoris may be ' persuaded ' to sell all bub the few hundreds of acres necessary for their support. The Government which howls out against the dishonesty of a Land Tax, as applied to the mean whites who have stolen vast areas of the People's territory, has deliberately set itself to robbing the Maoris of the last shred of the nobie country which was once theirs. Any one reading the Premier's manifesto and the address of Mr Mitchelaon, Native Minister, will see that this is a deliberately planned affair. Coincident with the declaration of policy we have seen the fiJahuki raid, closely followed by that for the arrest of Kerei Kaihau. To carry out these expeditions a tool was necessary, and the .Native Minister found hia ready-made in the person of T. W.
