REASONS.
PETROGRAD, September^ 9. German prisoners say, the speecTi delivered by Emperor William to the troops on their departure for the front was of a character which , the press is forbidden to print. Its text appears to have been as follows:
"Remember that the German people are the chosen ones of God. On me as German Emperor the spirit of God has descended. I am His weapon, Hip. sword and His vice-regent. Woe to the disobedient. Death to cowards and unbelievers."
Russian newspapers remark that his speech poos far to prove that the Get* man Eimperor is suffering from a familiar form of insanity.
