MORE HOPEFUL SITUATION

Mr. J. Arbuckle, Secretary of the Miners' Federatiofi reports that the situation with regard to the observance of the National Agreement is now more hopeful. Last week it had to be stated that the coal mine owners showed a disposition to evade at many points the agreement which had been arrived at as the result of the recent conference, and the outlook was anything but satisfactory. The Executive of the Coal Mine Owners' Association has now recommended to its respective companies that a minimum wage of 19/2 be paid, so that the most important point at issue will be satisfactorily settled. "While the Nightcaps Coy. has agreed to pay the rates under the agreement it has so far refused to allow back pay from the Ist March as arranged.
