A Licensing Question.

A resident in Dover, England, having strongly opposed the renewal of several public house licenses at the Brewater sessions, one of them was refused by the magistrates. The owners appealed to the Quarter Sessions, when the decision of the »-*"*"nMgiafcrates was not only upset, but the entire costs of the brewers were saddled on Mr Boultar, the objecting citizen, who did not appear when the case was heard on appeal. The Dover Temperance Council, having obtained a strong legal opinion that this action as to costs is ultra vires are seeking to have the question definitely settled and the case is to be heard in the Court of Queen's Bench. The point at issue is of vital importance to temperance re* formers.
