COUNTY COUNCIL.

m r Wednesday, Nov. 23. The annual statutory meeting was attended by Councillors McCallum (chairman), Fraser, . McQueen, ' Paterson, Raymond, Dunlop, Hamilton, and Robertson. Councillor Raymond moved, and Councillor Fraser seconded, that Councillor 7 'McQueen be chairman for the ensuing year. '"' - The mover said that as oue of the oldest councillors of the now term he considered that Councillor McQueen was entitled to the position by seniority, and he felt suro he would dacredit to it. — Carried unanimously. Councillor McCallum, in vacating the . chair, .said that during 'the time he had oecu. pied the position he and his fellow councillors had worked harmoniously together, and he hoped that when his successor's term of office 'expired he would be able to say the same. Councillor McQueen then took the chair, and after returning thanks for the honor conferred, said he had not the least doubt, from wliat he had seen at the table, that he would have nd trouble in keeping order. The whole of the members of the Council were appointed members of the Finance Cummistee, "of which Councillor Dunlop was appointed chairman ; Councillor Dunlop, Councillor Fraser, and the chairman were appointed a sub-Finance Committee ; Councillor McCallum chairman of committees ; Coun, ' cillor Dunlop to countersign cheques ; Councillois Hamilton, Robertson, McQueen and McCallum the members of the Southland Hospitals and Charitable Aid Board ; and Councillor Dunlop the Council's representative on 'the Southland Hospital Trust. The sum of £100 was voted to the chairman to cover travelling expenses for the year. Edward Hankins wrote complaing of the bad state of the road between his property ' and Caroline. — To be attended to as far as the Government grant will permit. J. W. Nichol, secretary of the Waikaka Progress Committee, drew attention to the condition of the road through Waikaka township — The engineer said the work would cost I about £28. — -No funds available. ,_. John O'Keefe, Lumsden, wrote complaining of "water lodging in his section owing to a culvert being too high. — The engineer pointed 'out that a culvert would be no use unless applicant, made an outfall drain through his property ; if this was done the Council might agree to lower the culvert. — Applicant to be informed accordingly. David Walker's application • for ' repairs to , road at Balfour was held over for want of funds. In connection with a petition recived from McKellar Bros, and six others with reference to having the Dipton-Balfour road opened or made fit for traffic, it was decided that a por■ 'tion of the work be done as far as Government ' grants will permit. J. J. Meikle's application re swing gates at Tuturau was again held over till next meeting. F. Shirley, Waikaka, drew the Council's attention to the impassable state oi the road running past S. Paterson's property, section •2, block 7, Greenvale, and aiso pointing out that when Mr Paterson closes his road, applicant will' have no outlet. — To be informed that when Mr Paterson closes this road, the Council will deal with the matter. John Bruce and others' application for repairs to Pyramid road was held over till next season. ■ . The registrar' of dogs for Waikaia riding was given authority to sue defaulters. The Chairman was authorised to sign agreements in respect of the £100 vote for the Seaward Bush road, and the £50 vote for ths road to section 79-3, Hokonui. A letter was received from the Hon. J. G. Ward to the effect that he was of opinion that the valuation charges were excessive and that he had intimated so to the Minister, who had promised to inquire into the matter during the recess. — Received. George Crosbie, Edendale, wrote informing the Council that he had carried out their instructions with reference to removi ig gorse from the rojidiine and enclosed an account £24 3s for same. — Received. Mrs J. Thomas' application for repairs to road leading to her property at Lumsden was declined, there being more pressing work in the riding. — The engineer reported that in his opinion this work was not required, there being no traffic on the road ; tbe ground was a hard, dry terrace and he considered it would be.'wasie of money to do anything to it. John Robertson asked the Council to make a crossing over a ditch in front of his property. — Council does not undertake to do such work. Christopher Chute complained of the filthy condition of a ditch running past his section in Lumsden township.— The engineer reported that he had inspected the ditch referred to, and found it to be a receptacle for all kinds of rubbish and filth ; the cleaning out of the ditch was not required as far as •the road was concerned. — To be informed that he must abate the nuisance or a prosecution will follow. • Martin Shea's complaint, considered at a previous nfeeting, re closing a track through his property at Balfour was mentioned, and - a new road ordered to be included in schedule of works. W, Watt's complaint concerning an obstruction on the road near his property at Dipton was considered, and on the engineer's report it was decided to take no action. John . Lyttle and others petitioned the Council with reforence to repairing Baird's ' roads -at Haldane. — The petitioners to be informed that the sum of £200 has been placed on the Estimates for the road, and that the Council has asked the Government for the necessary authority to expend it. Accounts and salaries amounting to £1094 16s 9d were passed for payment. The engineer was instructed to prepare specifications and call tenders for the following works -A— Waihopai Riding : gravelling from Double Cut line to Drake's corner, section 33, block 1, Oteramika Hundred ; Woodlands to One Tree Point, 21 chains of gravelling ; bridge at Stewart's Creek ; Woodlands, Dacre and One "Tree Point roads, 150 yards of gravel ; Dawson's tramway to section 1, block 11, Invercargill Hundred, 400 yards gravel. Oreti Riding : gravelling in Lumsden township ; gravelling from Lumsden to Balfour ; gravelling at Caroline Valley ; gravelling Dipton to Caroline ; formation and gravelling Ardlussa to Balfour; gravelling Ardlussa to Cattle Flat; new road formation, Toniagaluk to Longridge'; formation at North Longridge school ; formation on terrace from Butel's to coalpit; gravel, etc., Thomson's " read ; new concrete culvert, Wright's road ; . two new culverts, St. Patrick's crossing ; 14 chains gravel, Glenure road ; gravelling, Parrawa and Athol ; stone for protective works at Dickson and Eyre Creek bridges. It was resolved that the Minister for Lands be asked to have all Southland votes forwarded as .o^n us possible. Tlie Council adjourned until 8 p.m. on Tuesday, 13th December. ■
