A FRIEND OF ENGLAND. DR. BARTH, GERMAN FREE TRADER.

The Berlin correspondent of the Daily Chronicle, writing on 3rd June, says : — I regret to announce the death of Dr. Theodor Barth, which took place last night at Baden Baden at the comparatively early age of 59. Dr. Barth was unquestionably the strongest mind amongst the advanced section of German Liberals, and as a convinced free trader and sincere friend of England his views were frequently imparted to your correspondent. He was a mamber of the Reichstag from 1881 4o ""598 and frona 1901 to 1903, when he iost Ins seat owing to his too advanced Uadiji'ilism. For the same period he was also a member of the Lower House, but 'it the last German election ho was unsuccessful on account of his expr-^vwd villiiighess to co-operate with the Socialists? in their agitation for the reform of ihe Prussian electoral system. .Since tl'cn he gradually drifted away from his old Radical associates. Their adherence to Prince Bulow's " bloc," their timid attitude on the Prussian franchise question, and other causes compelled him finally to part company with official Liberalism and found a politijal orfanisation knowD as tho Democratic Jnion. The decay of genuine Liberalism in Germany deeply affected Dr. Barth, and his death removes the brain and Uio soul of these fighting young Radicals, who, though few in number, are tho only hope of German Liberal Dsmocracy. Dr. Barth often visited England, and was personally known to most of the public men in the Liberal camp. He founded the "Nation" in 1883, prd for some years directed its policy.
