The Russo-Gcrman agreement for the cxcliftTigß of prisoners has been signed. It is the iirst official compact between the Bolsheviks, and the German Republican Government. The 200,000 Russian prisoners now in Germany have sufiered liarsh treatment. A BRITISH MISSION. LONDON. April 20. A representative body of leaders or the British Labour Party, including Mr Arthur Henderson, Mr J. H. Thomas, Mr J. Smillie, and Mr Sexton, have applied for passports to visit Russia. The matter lias been referred to San Remo. Tho Japanese report that they have now completely disarmed tho Russians in Eastern Siberia.' NEGOTIATIONS FAIL. COPENHAGEN. April 20. Tho negotiations between tho Bolsheviks and tho Entente representatives have practicaly failed, partly through want of coiificienc© in Lityinoff, ana partly through the Bolshevik attitude regarding tho Soviet's acknowledgment of the old foreign debt. A PLEA FOE CLEMENCY. LONDON, April 20. Great Britain telegraphed to Soviet Russia, urging that the remnants of General Denikin's army should he treated humanely, pointing out that General Denikin's men were willing to conclude an armistice. Tho Moscow re'ily, which was couched in the politest diplomntic language, evaded the question. It urged Great Britain to bring pressure to hear on Hungary to release the Bolsheviks, including Bel a Kun. Great Britain has sent further telegrams, but no reply has yet been received.
