SCHOOL COMMITTEE ELECTIONS.

•4KNUAL MEETINGS OF HOUSEHOLDERS. Aleotings of householders were held at all the city and suburban schools last night for the purpose of electing school cefchmittees. The meetings ,vere, (>n the whole, very well attended. WEST CHRISTCHTTHCH.

The annual meeting of householders .to the West Christchurch district nas held last night, Mr J. H. Jones, chairman- nresiding over a fair attendance. The annual report stated that the work of tlie school had progressed satisfactorily during the year. The numbers on the roll of the last quarter were, primary 663, and secondary 195; the average attendances were, primary 625, and secondary 182. The secondary department had received 101 pupils since the beginning of the school year. The agricultural, chemistry and commercial classes had been doing goou work. At the annual examinations 40 pupils passed the junior Civil Service, 17 being on the credit list, and '3 in the first hundred. Two pupils .von Board of Education scholarships, four passed matriculation, and several others passed the free-place examinations. The secondary boys had again won the Sir John Hall Shield for lifeBaving practice, eight pupils had won life-saving certificates, and forty-six pupils had gained distance swimming certificates. A Senior Cadet corp3 would shortly be formed at the school. As a' result of a deputation to the Seexetarv of Education, it had been :.s----eertained that in case of any action by the Board of Education • the schiol committee would have an, opportunity of giving reasons for .the, retention of the secondary department should a move in the direction of abolishing be contemplated. The following motion was carried: •'.That the householders express their opinion and disapprove of the system which permits the members of the East Christchurch Committee to have three votes for members of the Board of Education election, and West Christchurch jfcwo votes." EAST CmHSTCHTTRCH. The annual meeting of householders ' In the East Christchurch School district was held last night. Mr G. W. Russell presided over an attendance of about 200. The annual report stated that the main school continued to maintain its high standard of efficiency under the able management of Mr H. G. Wake, and the number on the roll at present was 671. The attendance for 1912 was good, the average for the year being 612. Under the management of Miss Menzies,, the main" infant school commenced the year with a roll number of 205 .boys and 215 girls. At the close of the year the roll was 431, the average attendance being 392. At the Fhillipstown School, which is under Miss Robinson, the average attendance during the year was 302, which was higher than the previous year. The South Belt School was doing excellent work under the supervision of Miss I 'Gilmour, and the roll number was 91. j The report stated that the school was j to be congratulated upon the excellent j Results attained by the scholars at the t scholarship examinations. Thoroughly j np-to-date outer offices had* been erect*d, modelled on the latest sanitary de- } signs, and they would prove a vital | factor towards the better health of the pupils. Religious instruction had been ! continued during the year, the attend- j ance being:—Phillips+own 190, South ; Belt 86, infants 90. # These classes had : been thoroughly satisfactory. Dealing : ' Urith finance, the report stated that the j rear was started with a debit at the I ank of £2 14s 6d. Receipts amounted j to £385 19s 6d, and expenditure to j £390 lis 4d, leaving a debit balance ] of £7 6s 2d. No. 2 account, which was for moneys raised by the committee separate from the Board's _ grants, showed a credit balance of £sß_os 7d. 1 Fees received from the bath during the year amounted to £7 5s 6d. The following were elected a com- j mittee for the year:—Messrs A. F. Drayton. A. Peverill. O. A. Newman, W. H. Seed, W. Harvey. W. Grummitt, F. B. Sapsford, A. Allard and A. Borrows. . At a subsequent meeting, Mr Drayton was elected chairman apd Mr Peverill vice-chairman. Mr H. W. Piper was re-elected secretary and treasurer. SYDENHAM. ' The annual meeting of householders in the Sydenham district was held last • night, Mr Charles Allison presiding over a good attendance. The annual report paid a compliment to Mr Mayne, the ex-headmaster, on hi.-, appointment to the inspectorship, •" and recorded the appointment of MiBean as his successor. Other changes in the staff were noted, and the satis- , factory report of the inspectors on the echool was referred to. Scholarships had been gained by Harry Sayers and Dorothy Knight, and six other scholars had gained tree places- Classes for swimming for both boys and girls had been established. The committee had made strenuous efforts to induce the Board of Education to subdivide one of the infant class-rooms, but so far had been unsuccessful. ... The falling-off in the numbers the school, with the automatic reduction of the incidental allowance, had seriously handicapped tlie work. In answer to a question, the secretary said that there had been roughly a falling-off in the attendance of about 150. The attendance now averaged 1000. The balance-sheet showed an income of £2956 7s 2d and an expenditure of 562918 5s sd, leaving a credit balance of £3B 1b 9d. The report and balance■heet were adopted; . A vote of thanks and appreciation of Its services was passed to the retiring committee. It was decided to send a protest to the Education Board and to the Minister of Education against the inadequacy of the seating accommodation for the children, and a request that the dual desk system should be introduced at once.

.'■', Thanks were passed to the teaching ttaff for the excellent work they had done during the year, and the work done by the caretaker, Mr Clark, was also acknowledged. . The following were elected a committee for the year:—Mesdanies Hunt and Webb, Revs C. Murray and P. J. Cocks, and Messrs R. Congreve, J. R. Merriman, TT. D. Marks, J- Butterfield And Charles Ives. ." At a subsequent meeting the Rev P. 9~ Cocks was elected chairman.

RICHMOND. ~ The annual meeting of householders In the Richmond district was held last night. There was a large attendance J&* 8. Kennedy (chairman of last year's ©osmlttee) presided. 55*9 committee's annual report stated thaTT the number of scholars on the roll on March 31, 1912, was 701, and the »verage attendance 649, while on the day this year the roll number was 728. and the average attendance 664. The inspector's annual report- was an eminently favourable one; of the 61 pupils in Standard VI., 59 had gained the proficiency certificate, the remaining two scholars gaining certificates of competency. Two pupils of tie school, Gladys Russell and Muriel Cameron, had- gained the first prize «nd champion medal for Navy League 'essays. Gladys Russell had also won a (Board of Education scholarship, and was dux of the girls. The dux medal for boys was won by Ingle Bonnor. Tha

season had not been a favourable one for swimming, but 6 girls and 21 boys had gained certiiicr.tes for long distance swimming. A fancy fair in aid of adjuncts to the school had resulted in a profit of £97 7s Id, to which the Board of .Education had promised a sub- | sidy of £SO. As a. r.-s'ih of representations made to the Education 'Hoard the ! old headmaster's house was pulled down ! last October, apd the land thus laid ; bare was graded and sown, and several j improvements were made in the grounds of the school. J j Tho resolutions met with the mianimj ous approval of the householders, a motion being passed on tho first resolution to the effect that the time was ripe for amending the Act so that each member of a school committee should have one vote only. A motion that it was time tho members of tho Board of 'Education woro elected by the people on the Parliamentary franchise was carried unanimously. A hearty vote of thanks was passed io the headmaster (Mr J. M'Gregor) and staff, the outgoing committee, the retiring chairman (Mr S. Kennedy), and the caretaker, whose good work in connection with the school was eulogised by members of the committee ADDTNGTON. The -annual meeting of householders in the Addington School district took place last evening, Mr M. W. Woodfield presiding. , The report stated that the attendance during the year had been a re'cord one. An assistant master and an assistant mistress, and an extra pupilteacher had been appointed. Miss Sapsford had succeeded Miss Slocombe as assistant mistress. All the pupilteachers .had passed their examinations, and Mr H. Gourlay had particularly distinguished himself. Mies Bowden, assistant mistress, had been granted six months' leave owing to failing health, and her place would be filled by Miss Seay. The inspectors report commented on the excellent discipline of the school. The attendance had been 624, out of a roll number of 652. Religious instruction had been carried out by Canon Beau. Mr Kennedy had given gardening lessons, and Miss Foster and Mr Wilkin swimming lessons. The thanks of the committee were tendered to Captain Kennedy and his officers for the interest they had 6hown in the school cadets, now disbanded. In reponse to appeals the Board had granted the school a new classroom, and also an extension to the infant school. The school had sutfered a loss by the removal of Mr A. L. Gourlay. An attendance medal had been awarded to Miss Mary Gates, who had not missed a half day for seven consecutive years. The balnncensheet showed a credit balance of £l6 16s sd, and the existing liabilities £6. Tho report and balance-sheet were adopted. The election of the committee for the ensuing fear resulted as follows: Messrs W. Bewden, W. G. Burns, J. Down, W. Downing, W. W. Gibson, J. Spider, R. Walls," M. W. Woodfield,and D. M'Cracken. Mr J. Down was subsequently elected chairman.

It was resolved that in the opinion of the meeting school committees should only have one vote each. It was decided to urge upon the Education Board the desirability of establishing better heating facilities in schools.

Votes of thanks to Canon Bean for religious instruction, and to the teaching staff, the secretary, the outgoing committee and the caretaker and Lis wife were passed. ST ALBANS. The annual meeting of of the St Albans district was held last night, Mr J. D. Oolville presiding over a good attendance. The animal report stated that the number on the roll on March 31, 1912, was 699, and on March 31, 1913, 661. The average attendance was 623, as against 616 last year. The health of the scholars has been good, though measles had been rather prevalent at ! times. Owing to the overcrowded state I of some of the rooms, the Board had | erected a marquee, which had relieved I the pressure somewhat. Sundry changes in the staff were referred to, and it was reported that Malcolm Earwaker. F. Fabian. H. Lamb, Helen Satchell. Doreen Ward. Venie Nelson, Annie Newman, and S. Manda had gained scholarships and free places. Hector Lamb obtained the.Dux medal. One hundred and thirty-one prhves and first-class attendance certificates baa been won by the scholars this year, as against one hundred and ten last year. The report referred to the pupil teachers' examinations, sirimming, carpentry, cookery, and drilling classes. The thanks of the committee were accorded to the staff, donors of prizes, and all helpers. The treasurer's report and balance-sheet showed that the committee had a credit balance of £ls 6s . d to start the year with. The report and balance-sheet were adopted. The following were elected a committee for the year:—Mrs Stewart, and Messrs Pratt,' Hobbs. M'Farlane, Bea.iland, Colville, Andrews, Fletcher, and Cole. Mr Beanland was subsequently elected chairman. A communication from the School Committees' Association was received, forwarding questions for discussion. In consequence, resolutions were car- j ried (1) against the present system of i some committeemen having more than | one vote for election of members on the Board of Education, and (2) in favour of the Board accelerating experiments in regard to the heating or the schools. Votes of thanks were accorded to the retiring committee. ELMWOOD. i The annual meeting of householders I of the Elm wood district was held last j night, and there was a fair atten- ! dance. A resolution was carried condemning the system of the allocation of votes in connection with the Education Board elections.

The treasurer's report showed the incidental account to be £io 10s Id in credit, the picnic fund £24 in credit and the improvement account £l2 in credit. Mr R. S. M'Kenzie was elected chairman of the committee and Mr C. H. Turner secretary. The meeting endorsed the action of the late committee in urging the Board to provide better accommodation and requested the incoming committee to keep the matter steadily before tne Board. WALTHAM. The annual meeting of householders in the YValtham district was held at the schoolroom last evening, when a moderate number of householders at-

tended. Mr "W. T. Thomas was appointed chairman for the meeting. Mr 0. V. Harvey, chairman of the outgoing committee, read the annual report and balance-sheet, the latter showing a credit balance on the year's working of £24 lis 3d. The report stated 'that the present ro'l numbered 730, the average attendance 636, and the average roll 700. The committee congratulated the headmaster and staff on the inspector's report of the school. The bank balance to the bath account for the rear stands at £37 14s 4d. The school library had been supplemented bv the addition of forty new books, and now contained 240 volumes. The librarv fund was in credit to the amount of £25. The technical classes in woodwork, cookery and laundry were carried on satisfactorily. The report and balance-sheet were adopted. The following motion from the School Committees Association was carried: "That the meeting express disapproval of the fact that the voting power of different schools for electing members of the Board of Education is unjust. It was pointed out that, whereas the East Christchurch committee has three votes, Walthani and Sydenham, have one each. The following were elected a committee for the rear:—Mrs Wilson and Messrs Mortlock, Harvey, Wraight, Empson, Wat kins, Woodward, Williams and Besley. SOMERFIELD. The annual meeting of householders in the Somerfield school district was held last night, Mr J. Hadneld presiding over a large attendance. Before the annual report was read a resolution of sympathy was passed at the death of Mr J. Trembath.

The report stated that the roll number at the beginning of the year waa 831 and at the present time it was 387, the highest attendance recorded being 363. The incoming committee would be faced with the position of having to approach the Board for increased school accommodation either by additions to the present school or by the budding of a school at Beckenham. The inspector's report had been exceedingly favourable, and, though no scholarships had so far fallen to the lot of Beckenham, out of the twelve children attending the Sixth Standard nine had obtained proficiency and two competency certificates. The outgoing committee left on record suggestions for improving the grounds by planting shelter belts on selected sites. The • revenue derived ijroin the bath should be spent on it*', but what had been received had not been sufficient to pay interest on the bank overdraft, which was now, however, extinct. With regard to the control of the bath, the committee recommended that the bath should be let to the Swimming Club only on condition that two members of the School Committee and the headmaster of the school were ex officio members of the Swimming Club committee- The overdraft of the committee at the previous annual ineetiiyp si householders was £lO9 4s lid. iiife overdraft had now been turned into a credit balance of £l7 4s 9d. The outgoing committee considered it advisable to take advantage of the Board's offer of a £ for £' subsidy up to £lO to provide the school with a library.

The report and balance-sheet were adopted. The following were elected a committee for the year:—Mesdames Clark and Napier, and Messrs C. H. Inglis, W C. Large G. R. Whiting, G. W. Mundav, W. H- Joyce, E. T. Martin and J. M Cracken. Mr W. 0. Large was appointed chairman.

\otes of thanks were passed to the outgoing committee, to those residents who had done so much work during tho year to liquidate the school debt, and to the staff of the school for the work done during the year. SPREYDOtf. Mr E. X. Budden presided over a large attendance. The annual report stated that the roll numbered 274, and the average attendance was 238, or 87 per cent. During the year great changes had taken place in the staff. During the year the new infant room was opened, and had been the means of decreasing the overcrowding. Two shelter sheds had been built, and during the summer months had been occasionally used to relieve theovercrowding. The inspector's report was very satisfactory. Tho balancesheet showed a credit balance of £IS Os lid on No. 1 account, and £l2 Ss 3d on No. 2 account. The report and balance-sheet were adopted. The committee for the year were elected as follows: —Rev J. Laird, and Messrs E. Hole, E. Haves, C. Brown, H. H. Elliss, i>. Palmer, Smith, W. Feuner, W. Loveday and W. J. Wills.

The School Committees' Association forwarded the following motions, recently passed by that Association:—(l) That the householders express their opinion and disapproval of the system which permits the members of tho East Christchurch Committee to have three rotes and West Christchurch two votes for members of the Board of Education election: (2) to urge upon the Board of Education to accelerate experiments in connection with the better heating of schoolrooms. After some discussion the motions were unanimously passed, and it. was resolved to forward them to tho Minister of Education. A vote of thanks was accorded to the staff for their good work done during the year, Mr Humiibell, headmaster, responding. After the meeting the new committee met, and Mr Yv. Fcimer was reelected chairman for the ensuing year. WOOLSTOX. The annual meeting of householders was held at Wookton Just evening. Mr H. Dalzieli presided over an attendance of about 100, including a very fair proportion of ladies. The report set out'that Mr A. Binnie had resigned his position as headmaster, and his place had l>een taken by Mr W. M. West. During the interim, the position had been held by Mr W. A. Kennedy. With regard to other teachers, nil positions that had become vacant had been

well filled. The new brick wing had proved a great aid to the work of tho r.ohool. Tho school gardens were well in hand, and in summer should make a good show. Tho "Woolstou girls had again won the championship at the public .-.elmol sports at Lancaster Park. The swimming sports had been successful also, and tho ye-ar had Iveen a good one. Thanks were offered to the Ladies' Guild for the prizos provided. It. had been decided during the year that cerLifieates should be given in lion of the giving of books. Thanks were offered to the teaching staff, tho Ladies' Guild and the caretaker. The resolutions sent forward by the School Committees Association wore carried. The report was adopted. Tho financial statement showed receipts £IBO 7s 9d, and expenditure £l-13 os '2d, leaving a credit balance of £37 '2s 7d. agains; which were outstanding accounts £l7 l«ss. A resolution----'" That this meeting of houseliolders of Woolstou urges the Government to immediately take action to supply all 'children with all school requisites free'' —was defeated. The following were elected a committee: -Messrs J. U. Prisk. J. Gatehouse. H. Wilson. H. Newton, J. Ballantine, G. S. White, H. Owen, J. Carlisle and D. Rouse. At the meeting held afterwards. Mr G. P. White was" elected chairman and Mr O. Rouse secretary. NORTH LIN WOOD. The annual meeting of the householders of the Linwood North .School district was held last night, Mr TV. H. Denton presiding. The annual report stated that the work for the year had been very satisfactory. The Education Board had given "instructions for the preparation of plans for the enlargement ot the school. The balance-sheet in connection with No. 1 account (money received from tho Education Board) showed receints. including loan from guaranteed overdraft, £139 19s lOd; expenditure £l3O Os 3d; credit balance £9 19s 7d. The No. 2 account (monev raised bv tlio committee) showed receipts £624 7s id, expenditure £747 4s od, debit balance £122 17s Id. The following motion from the School Committees' Association was carried : ••'That the householders should express their opinion and disapproval of the system which permits the members of tho East Christchurch School Committee to have three votes for members of the Board of Education election and West Christchurch only two votes." Denton was subsequently re-elected chairman, Mr H. F. Herbert secretary and Mr H. J. Jameson assistant secretary. K vote of thanks was passed to the headmaster, Mr F. Evans, and his staff. PAPANUI. Mr R. W. Hawke presided over an attendance of about sixty. The report showed that the year opened with a roll number of 254 and closed with 289. aud an average attendance for the last month of 2b2, being a slight increase for tho year. The balance-sheet showed that the committee was in debt on the year's working to the extent of £6 2s Sd. A motion, " That the meeting protest against the failure of the Board to carry out the rebuilding of the older portion of the school,'' was carried unanimously. The rooms in question were built of white pine forty years ago, and are now, in the committee's opinion, insanitary. A vote of thanks was accorded the outgoing committee. The following were elected a committee for the vear:—Messrs F. E. Jones, J. C. Kettle. J. Pye, H. Hookham, A. J. Morgan, TV. J. Lynskey, H. C. Livingstone, R. Pattrick and A. E. Orange.

RANGIORA. The annual meeting of householders in the Rangiora district was held last night, Mr J. Sanson* presiding over an attendance of about eighty. The report, which was of a satisfactorv character, was adopted. The following were elected a committee for the vear:—Mrs H. Cobden-Cox and Messrs J. Marshall, Tf. M'Gruer, H. Boyd, F. V. lane, 0. I. Jennings, J. Sansom, R. Ball and the Rev F. P. Fendall. Subsequently Mr M'Gruer was elected chairman. A vote of thanks was passed to the teaching staff. It was decided to forward a recommendation to the Education Board to have the subject of temperance made more prominent in the school syllabus. NEW BRIGHTON. Mr C. H. Winny occupied the chair, and there was a large attendance. The balance-sheet showed a credit balance from last year of £lO 18s id, receipts £B9, total income £99 ISs 4d; expenditure £B7 15s 4d. Reference was made in the report to the work of the vear. and it was stated that the school was still overcrowded, and no relief could be obtained from the Boara of Education owing to lack of funds. Canon Purchas had carried out his part well in the religious instruction, and the committee regretted his removal from the borough. The thanks of the committee were also expressed to Mr T Falkinder, a member of the committee, who is leaving the district. An increase had. taken place in the number of children attending the school. An application was now before the Board of Education for the purchase of a section adjoining the school, that provision might be made for additions to the buildings. A vote of thanks was passed to the teaching staff. The following were elected a committee for the year:—Messrs C H. Wiunv. F. Ward. H. N. Hawker, T. H. ' Rides, A. P. Hopkins, C. Israelaon, A. G. Munns, H. Goodland and J. Skinner.

Mr C. H. Winny was subsequently re-elected chairman and Mr F. Ward secretary.

LYTTELTOX DISTRICT HIGH SCHOOL. There was an unusually large attendance, presided over by Mr AY. C. Cleary. The headmaster, with his staff, was accorded a hearty vote of thanksThe balance-sheet showed that receipts had been £l2B 19s lid and there was a special grant of £7 due from the Board of Education. The expenditure

had been £139 8s Sd, leaving a debit balance of £3 Ss 9d. The balance-sheet was adopted. The report of tho coniniittee stated that the average attendance during tho year had. boon fairly good. During the year tho school cadets had won the shield given by the "Winchester Arms Company, which was open to competition amongst tho schools of tho dominion. Thirty boys had also qualilied for marksmen's badges.
