ORDER IN COUNCIL. Wine, SfC, to be issued dutyfree to Military and Naval Messes. At the Government House at Auckland, the 14th day of April, 1862. Present:— His Excellency the Governor in Council. WHEREAS it is enacted by "The Customs Duties Act Amendment Act, 1861," that it shall be lawful for the Governor, by any Order in Council, from time to time to declare, that any Wine, Ale, Beer, or Spirits, may be delivered out of Bond without payment of duties of Customs, for the consumption of the Officers of Her Majesty's Troops in the Colony of New Zealand, and the Officers of Her Majesty's Navy serving on board any of Her Majesty's Ships in the seas adjoining thereto, subject nevertheless to such Regulations as in any such Order shall be prescribed, and such Wine, Ale, Beer, and Spirits may be delivered out of Bond accordingly. And whereas an Order was made in Council, in exercise of the said power, on the 27th day of September, 1861, and it is expedient to make alterations in the privileges thereby granted : Now, therefore, His Excellency the Governor, with the advice and consent of the Executive Council of New Zealand, doth hereby revoke the before-mentioned Order in Council, and doth order that Wine, Ale, Beer, and Spirits may be delivered out of Bond without payment of duties of Customs, to the authorised Agent, and for the consumption of any Military or Naval Mess, upon the certificate of the President that the articles are required for Mess consumption. Also to the General or other Officer commanding each station, upon the certificate of a like character from an Officer of his or their staff, and to other Staff Officers upon the presentation of a similar certificate, signed by an Officer appointed by the Officer commanding the Troops : the certificate in all cases to state that the articles required are for the use of the persons for whom remission of duty is solicited.
