KIRK (THE GOVERNMENT CANDIDATE) AND THE POLHILL GULLY TRANSACTION, EXTRACTS FROM COMMISSION. rTIHE Commissioners appointed to enquire into this transaction were Messrs. Alfred Saunders (Chairman), T. Kennedy Macdonald, and J. H. Baker, and in their Report, dated 17th May, 1892 (H. 7, 1892), they say :—: — Par. 9.—" The evidence discloses that the " average price of the land bought by Messrs. " Kirk & Atkinson was .£36 9s Id per acre, " and, as it was sold by them to the Govern- " ment at .£Bl per acre, there can be no " doubt of the extremely disadvantageous " character of the agreement entered into " with that firm by the Defence Depart- " ment." Par. 15. — " But, apart from the handsome " profit derived by Messrs. Kirk & Atkinson " as members of the syndicate, and admitting " that the full amount stated by them was " paid to the several vendors, the account " stands thus : — Buying price of 2G acrea " and 25 perches purchased by Messrs. Kirk " and Atkinson, .£953 10s. Selling- price of " 26 acres and 25 perches, sold by Messrs. " Kirk & Atkinson to the Government, " .£2IIS 13s 4d, thus showing that the " Defence Department engaged to pay " Messrs. Kirk <fc Atkinson for the 26 " acres and 25 perches no less than .£1165 " 3s Id more than the sum for which they " purchased it." Par. 9.—" The first letter upon the subject " which we find on record, written by the " Under-Secretary for Defence to Messrs. " Kirk & Atkinson, distinctly included the " condition that the firm should act as agents, " and supplied them with information which " shoxikl have been given only to an agent for " the Government." Mr. Seddon characterised this transaction as a scandalous job.
