(Mr R. M. Macfarlane Wins Mayoralty LABOUR GAINS CONTROL OF CITY COUNCIL Citizens’ Losses on Harbour Board And Hospital Board By ■winning the Mayoralty and 10 of the 16 seats on the Christchurch City Council, the Labour Party yesterday regained the control it lost to the Citizens’ Association at the last general elections in the municipality. Subject to the official count, which will he commenced to-day, Labour will have a voting strength of 11 compared with five on the outgoing council. In addition, Labour scored a sweeping victory in its campaign for the city seats on the Lyttelton Harbour Board, its four candidates being successful by clear-cut majorities and displacing the three sitting representatives of the Citizens’ Association. Labour had another victory in the election for the nine city seats on the North Canterbury Hospital Board, six of its representatives being elected. In the second highest poll on record, the Labour candidate for the Christchurch Mayoralty, Mr R. M, Macfarlane, defeated Dr. John Guthrie, the nominee of the Citizens’ Association, by 1280 votes. Guthrie (CJU .. .. 17,418 Majority for Macfarlane .. 1,280 The largest poll for the Christchurch Mayoralty was in 1935, I when 40,018 votes were cast. Yesterday 36,118 valid votes were | recorded. The result of the Mayoral election yesterday was assured ' early In the evening, Mr Macfarlane having a lead of a few more than 1000 votes about an hour after the booths had closed. It was clear at that stage that Mr Macfarlane’s position was secure, for the returns not then received were from small booths. Except for Mr J. W. Beanland’s term from 1936, the Labour Party has held the Mayoralty since 1925. The Citizens* Association representatives who lost their seats on the City Council are Messrs T. Andrews, F. D. Sargent, W. S. MacGlbbon, and the Hon. W. Hayward, M.L.C. Mr J. W. Beanland, Mayor for the last two years, who topped the poll at ihe 1935 election of councillors, was fifteenth on the list of the 16 councillors elected yesterday, and the highest Citizens’ candidate, Sir Hugh Acland, was more than 2000 votes behind the highest Labour candidate in the poll, Mr J. S. Barnett. New councillors, all of them Labour representatives, are Miss M., B. Howard and Messrs J. D. Carey, H. E. Denton, J. E. Jones, T. Nuttall, F.’G. Thomas, and £. A.'Sharp.

to the polling headquarters in the City Council Chambers with commendable dispatch. The first return was received at 7.10 p.m.—lo minutes after the closing of the poll —from the booth in Clements’s motor shed in Barrington street. This return gave Mr Macfarlane 43 votes and Dr. Guthrie 21 votes; and the next return—from Lyttelton—increased .the Labour vote to 153 and the Citizens’ Association vote to 56. The final return was received at 9.50 p.m. The Lead Changes Mr Macfarlane ran to the lead until the fifth return, and then Dr. Guthrie, after being seven votes behind, took the lead with 376 votes to 339. This'advantage was held in the next lour returns, but then Mr Macfarlane received the greater support in the next 19 returns. The return from the booth in the municipal office —1122 votes for Dr. Guthrie and 524 for Mr Macfarlane —then put Dr. Guthrie ahead with 8520 votes, compared with 8439 for his opponent. Not until the votes had reached I£,ooo did Mr Macfarlane assume the lead that Dr. Guthrie could not overtake. When his total was 13,368, Mr Macfarlane’s lead was 113, and he did not lose the advantage after this. At 8.10 p.m. Dr. Guthrie had 15,565 votes, and Mr Macfarlane 16,523. Result Assured At that stage there were only 10 returns outstanding. These were from small booths, too, and it was obvious that Mr Macfarlane was secure. The next four returns gave Mr Macfarlane a lead of 1049 votes, and in each of the last four Mr Macfarlane’s votes exceeded those of his opponent. The largest booth vote for Mr Macfarlane was 549, at the Linwood Public Library, while Dr. Guthrie’s largest booth return was 1122 votes, recorded at the • booth in the City Council _ office. ■At the Linwood Public Library Dr. Guthrie received 435 votes, and at the municipal office Mr Macfarlane received 524 votes. There were 94 polling booths, aqd in 59 of these Mr Macfarlane had majorities. Details of Polling The following list gives the details of the polling. The booths are given according to suburban find city districts and show as in past years,* the political adherence of certain defined areas—some strongly for Labour and others for the Citizens’ Association,

Changing Fortunes In Early Stages I RESULT ASSURED BY EIGHT O’CLOCK ' Little more than an hour after the closing of the poll the result of title mayoral election was considered to be certain, as with only 10 small returns to come Mr Macfarlane had a lead of a few more than 1000 votes. Subsequent returns proved the accuracy of this estimate of the final result, the last return giving Mr Macfarlane a lead of 1280 yotes. Mr Macfarlane polled 18,698 votes, and Dr. Guthrie 17,418 votes. There was a long delay before the final result was known. Up to 8.15 p.m. the results had been telephoned

FIRST TERM AS MAYOR MR R. M. MACFARLANE’S WIN WORK IN INTERESTS OF LABOUR Mr R. M. Macfarlane, who yesterday succeeded in winning his first contest for the, Mayoralty, is 36 years of age, and has been secretary of the North Canterbury Labour Representation Committee since 1929. He has been an active member of the Labour Party in the city since he was 16 years old, and in recent years has served on a number of local bodies. His previous experience on the City Council was gained in two terms as a councillor. He was first elected to. the council in 1927, but lost his seat in 1929, however, and was not re-elected until 1936. in a by-election, when he topped the poll of Labour candidates. As a member of the last City Council, Mr Macfarlane served on the works, baths, traffic, and entertainment committees, as well as the milk committee and the amalgamation of local bodies’ committee, both of which have been dealing with important council policy proposals. Mr Macfarlane is also a member ot the Christchurch Tramway Board, on which he has served for some years. In the 1935 General Election, he stood in the Labour interest for Christchurch North, but was beaten by Mr S. G. Holland, although his vote was the biggest ever given a Labour nominee in that electorate. Mr Macfarlane is keenly interested in sport, and until recently took an active part in Rugby football and in cricket and boxing. LABOUR GRATIFIED MR J. ROBERTS’S COMMENT "Naturally, I am very gratified at the increase in the Labour vote in the Mayoral and Harbour Board elections,” said Mr J. Roberts, president of the North Canterbury Labour Representation Committee, when he was interviewed last evening. “I am confident that the Mayor and the Labour members elected to the different bodies will not let the citizens of Christchurch down,” he added. Mr Roberts said that the Labour successes were a tribute to the excellent organisation of the party, and to the personal qualities of Mr Macfarlane and the other candidates. On behalf of the Labour Representation Committee he thanked all those who had given their votes to the party. I HEAVY POLLING IN SYDENHAM COMMENT OF RETURNING OFFICER The Sydenham district was the only one in which heavy voting began early in the day, said the Returning Officer, Mr Albert Freeman, commenting on the polling. Otherwise the voting was steady. There was no congestion at any • of the booths, and this was indicative of the success of the change in the system of marking ballot papers. Under the old plan of crossing out the names voting would have taken longer in the booths, and the count by the returning officers would have been an even longer task than it was. It was too early to comment on the informal votes cast, Mr Freeman said last night, but it certainly appeared that the public was becoming better educated to the task, although with four separate voting papers for their consideration they had an admittedly difficult task. . _ Other assistant returning officers working in the booth 'also commented on the early returns indicative of heavy polling in the Sydenham area—which many at the council chambers took as an early forecast of good polling by Labour.

MAYORAL CANDIDATES ADDRESS CROWD COMPLAINT MADE- BY MR MACFARLANE NEWSPAPERS CRITICISED “Wo have achieved this in spite of the opposition, and- *n some cases the misrepresentation of the newspapers,” declared Mr R. M. Macfarlane, Labour candidate for the Mayoralty, addressing the crowds in Manchester street after his success in the Mayoral election had been announced. Mr Macfarlane emphasised, however, that his contest with Dr. John Guthrie. Citizens’ Association candidate, had been "very clean, indeed." Dr. Guthrie and Mr Macfarlane were introduced by the Mayor (Mr J. W. Beanland) to a crowd considerably smaller than that which waited outside the City Council Chamber three years ago. Three cheers were given for the new Mayor, and shouts of “Good old Bobl” welcomed him to the balcony outside the Mayor’s room. After thanking his supporters, Mr Macfarlane congratulated Dr. Guthrie on the splendid and clean fight he had carried on in the election campaign. “I can say without any hesitation that it will go down as one of the cleanest fights in the history of this election," he said. After the reference to the newspapers already quoted, Mr Macfarlane added: “I have a definite complaint against one newspaper, which did not always give me fair play. I feel that the public of Christchurch have been able to make up their minds without the assistance or the guidance of the newspapers." Dr. Guthrie’s Good Wishes Mr Macfarlane continued that he would do all he could to advance the interests of Christchurch, and all that he could to bring credit to his native city. He would endeavour also to live up to the high standard set by his Labour predecessors. Dr. Guthrie, who was warmly received by the crowd, congratulated Mr Macfarlane on his victory. “I wish Mr and Mrs Macfarlane all success in the onerous duty on which they have entered,” he said. “I hope that all goes well. I would be a poor philosopher if I could not take a knock-out when it comes, and a poor sportsman. I am only sorry that I could not succeed on behalf of the Citizens’ Association. “I shall gain a great deal of comfort and consolation from my own fireside,” Dr. Guthrie added, “and I may at times be sorry for Mr and Mrs Macfariane in the duties they will have to go through. Finally, I hope I will live to fight another day.” A few informal remarks by Mr E. J. Howard, M.P., ended the speeches from the balcony; but a large part of the crowd remained to sec the final results posted for the various elections, chief interest being in whether or not the new Mayor’s party would enjoy a majority.

PUBLICS APATHY BLAMED

DEFEAT OF CITIZENS* CANDIDATES COMMENT BY CHAIRMAN “The whole position can clearly be attributed to the apathy of the electors,” said the chairman of the Christchurch Citizens’ Association, Mr W. S. Mac Gibbon, in commenting on the defeat of his party at the City Council elections. Mr Mac Gibbon said that his party s organisation was more perfect this year than ever before, but public apathy had nullified its efforts. LABOUR GAINS FIVE SEATS SEVEN NEW MEMBERS ELECTED SITTING COUNCILLORS LOSE SEATS Labour yesterday doubled the number of its representatives on the Christchurch City Council, and now holds a 10 to six majority, which will also be strengthened by the vote of the newly-elected Labour Mayor, Mr R- M. Macfarlane. The representation of the Citizens’ Association V a s reduwd from 11 seats, which gave it a big f 0,.? on the last council, to six, and four sitting members lost their seats. Four Labour councillors. Messrs; J. S. Barnett, G. Manning, and E. Parlane, and Miss M. B. Howard, in that order, topped the poll, and Mr Barnett’s total vote was more than 2000 ahead of that of the best supported Citizens Association candidate, Sir H^ g w A ßean' The retiring Mayor, Mr J. ”..Beanland, was fifteenth on the list oi elected councillors. The new council will have seven new members —all Labour They are Miss M. B. Howard and Messrs H.E. Den ton, J. D. Carey. T. Nuttall, J. E. Jones, F. G. Thomas, and E. A. Sharp. The final result of the election was not known till 1.30 this morning—which was considerably earlier than in 1900. Until the final few returns were received the fate of the elected councillors in the lower places on the list was in doubt, and fortunes changed with each new announcement. Messrs F. D. Sargent, W. S. Mac Gibbon, W. Hayward, and T. Andrews, all prominent members of the last council, were among the unsuccessful Citizens’ Association candidates. A feature of the returns was the indication, unmistakable from many booths, of strict allegiance to party “ticket” voting. In some cases the votes cast for most members of a ticket were exactly the same at each booth. The only Independent in the field, Mr B. Ahlfeld, was at the foot of the poll, but polled more than enough votes to prevent the loss of his deposit. Details of the voting are:—

THE CROWD THAT WAITED

SMALLER ATTENDANCE IN STREET KEEN INTEREST IN RESULTS From a little after 7 p.m. last evening Manchester street outside the City Council building was blocked by a considerable crowd, keenly interested in the election results. It was a fairly quiet crowd—the closeness of the mayoral and City Council contests made it impossible for party supporters to become very excited. Only when the mayoral result was announced was there any demonstration. Measured by the size of the crowd, genuine public interest in the elections was rather less than three years ago. Then the street was . filled from the council building south as far as Worcester street. Last night the straggling edge of the crowd barely reached the corner of Worcester street. It was a cold night, though fine, and no doubt many citizens showed their interest in the more private and comfortable way of listening in at home. As a crowd its character was very simple. It cheered the results which pleased it, and booed those which did not. It was not a witty crowd, nor a disorderly one; though there were isolated attempts at humour, as when Dr. Guthrie was told to “go back to his fireside”—which was merely taken from a preference expressed by him in his speech from the balcony. One noisy interrupter tried hard to set the crowd singing “The Red Flag,” but he was obviously the only one who wished to do so; and even he did not know the words beyond the first two lines. When Mr Macfarlane’s success in the mayoral election had been announced the crowd began to melt away, though many stayed doggedly on to see the outcome of the more important contest, the struggle for a majority on the City Council. It was a typical election crowd, containing the usual proportion of people just attending out of idleness; and a considerable majority genuinely interested in the results. The genuinely interested naturally kept quiet, looked at the board, and listened to the announcements. In the half light, half gloom of the street they huddled themselves In overcoats, watching and waiting, those of the community who had come to see in person the effect of the Votes they had cast earlier in the day. HARBOUR BOARD LABOUR TAKES ALL CITY SEATS THREE SITTING MEMBERS DEFEATED Labour Party candidates won all four city seats on the Lyttelton Harbour Board. The Labour nominees established an early lead on the first count and steadily increased it. They were given a clear-cut victory over the Citizens’ Association candidates, tnree of whom were sitting members. Mr T. H. McCombs, member of Parliament for Lyttelton, and a newcomer to the board, topped the poll with a heavy majority. Mr E. J. Howard, M.P., who was second, was the only sitting member to retain his seat. MAYORS and councils ELECTED The following were the results of the £*€lloo3 held yesterday in suburban id more distant boroughs:— SUMNER Mr J. E. Tait was re-elected Mayor cf Sumner. Three of the sitting members of the council stood for re-election and were re-elected. None of the other members elected, including Mr I. J. JWilson, who headed the poll, have previously contested the election’. The number of votes cast this year, 1553, showed a considerable increase over that in the last election, when 1272 yrere cast. RICCARTON The Mayor of Riccarton (Mr H. S. S. Kyle, M.P.) was re-elected unopposed. No election was held for the Borough Council, only eight candidates having been nominated for eight seats. LYTTELTON Mr F. E. Sutton was elected Mayor of Lyttelton for the fifth time by a liberal majority. There were 1108 votes In his favour against 613 for his opponent, Mr W. Toy. The announcement of the figures for the mayoralty poll was received quietly by the big crowd which waited outside the Borough Council Chambers. Both candidates for the mayoralty were applauded when they appeared and addressed the crowd. Mr Sutton was also elected a member of the Harbour Board by an overwhelming majority. Votes in his favour were 4241 against 1860 for his opponent, Mr J. D. Sargentina. ! The number of valid votes cast this time for the Lyttelton mayoralty poll was about 50 less than for the last . mayoralty poll. COUNTIES COUNCILS ELECTED HEATHCOTE Only two ridings in the Heathcote County Council were contested, but in one of them the sitting member was defeated. He was Mr W. Kerr, member for the Avon riding, who was beaten by Mr J. T. Dickie by 50 votes. Mr Dickie opposed Mr Kerr in the last election, but Mr Kerr won on that occasion with a margin of two. The other contested riding was Hillsborough, in which the sitting member, Mr J. F. Scott, beat Mr E. R. Adcock by 94 votes. Voting was not as heavy as it was at the last election. WAIMAIRI Three changes have been made in the membership of the Waimairi County Council. In the Belfast riding, Mr J. Halligan beat the sitting member, Mr W. Price, by 34 votes; in the Middleton riding, Mr G. R. Cracroft Wilson beat the sitting member, Mr T. O. Newnham, by 69 votes, and in the Fendalton riding, for which there were two seats, Mr Henry Kitson displaced one of the sitting members, Mr G. G. Gardner, Mr Kitson easily topped the poll in the Fendalton riding, being 238 votes ahead of the other elected candidate, Mr F. S. Scott, and 343 ahead of Mr Gardner. A ballot was necessary in seven out of the nine ridings in the county. Voting was heavier than usual in the Fendalton riding but normal in the others. Ihe full council is:— .
