Hulbert (the present; Ptfayor) re-eleoted, there being no other, domination. Taking these two circumEUDces into consideration, this may, I ink, fairly be claimed as a proof that my tions in the past have met with the iproval of the ratepayers, and I can only omise in the future to endeavor, by ving my best attention to the interests the city, to deserve a continuance of eir confidence. Ido not wish to weary fyou with a speech, but there is one matter of public interest to which I should like to jreter. The Council will shortly be asking gthe ratepayers to allow them to borrow a J small sum for necessary permanent works, and I hope you will agree with the Council ■ and vote for it. There -will be no necessity for striking a special rate. The interest for the loan can be paid out of the general rate, and I telieve it will be quite possible that that, rate need not be increased for this purpose.; I think you will agree with mc that if we; are to progress and keep pace with the! times and with the other towns of Newj Zealand, and render Christchurch an attract ive and desirable place of residence, wemist improve. It doe 3 not leem just ne, that the present handful ot >ayers should be called upon to put their| bands in their pockets every year for nuraent improvements, from which theijy children and grandchildren will reap a|e much advantage as themselves.
