GENERAL ELECTION POSITION OF VACANT SEATS (By Telegraph.—Parliamentary Reporter.) WELLINGTON, this day. The Government's intention to hold a general election in September was disclosed by the Prime Minister, Mr. Eraser, in the House of Representatives last night, when a bill was introduced by GovernorGeneral's Message to avoid holding three pending by-elections, and any others that might arise. Mr. Fraser said he thought there would be general agreement that to hold by-elections before the general election would be a waste of time, money and effort. The bill was proceeded with in the House of Representatives this morning, and in quick time was put through its remaining stages and passed. There was no discussion on its contents. The Leader of the Opposition, Mr. Holland, said the bill had been carefully considered by the Opposition, and it was a measure to which it could give its concurrence. The measure had been introduced to give effect to a general desire to avoid unnecessary expense, and the occupation of time in connection with the running of the by-elections when it was intended to Hold a general election within a short time. Maori By-Election Off The main clause of the measure— the By-Elections Postponement Bill— provides that no writ shall be issued for a by-election to supply any vacancy now existing in the House of Representatives or any other vacancy that may arise before the next general election, and that no warrant shall be issued for any such writ. Particular reference is made to the writ issued for the Northern Maori by-election, in respect of which all nominations received and notices issued are revoked. The final clause says that the Act is to continue in force until September 30 of this year. In reply to a question from Mr. Lee (Democrat Labour, Grey Lynn), the Prime Minister said that the bill indicated that a general election must be held not later than September 30. He thought it would suit all members and the country generally, that, as there was to be a general election, it should be held as soon as the weather conditions permitted and the necessary arrangements could be made. The Leader of the Opposition, Mr. Holland: Can the Prime Minister give any indication of the month in which he expects the general election will be held. Mr. Fraser: The month mentioned •in the bill as marking the end of the period during which this legislation will remain in operation. That is the month of September. The Prime Minister expressed regret that the Northern Maori by-election had started. However the only alternative was to fight all of the three pending by-elections or to stop all three.
