Wanuanui, this day. Mr Ballance addressed a portion of his constituents at Aramoho last night, speaking an hour and a-half before a crowded meeting. Hβ pointed out that the outflow of population had ceased, and that people were pouring in again, for which he contondod the Government policy was partly auswerable. Referring to the Wellington election, he said the Liberals had gained a groat victory against big odds, and that had they lost the contest it would havo been a robuff.to the Government. He spoke at length re the Legislative Council, which at present he said was a hard and fast Tory party, and it was obviously unfair that the Liberal intereste should not there be represented. No Goveintnent could stand by year after year ar ( d see their best and favourite measures rejected, and a change would have to be made ebortly. \ Bill to strictly enforce the ono-man-one-vote principle at by elections would be introduced next session, when, with a little new blood in the Upper Chamber, it would have some chance ot pas..<ing.
